Here I see that I could exchange VISA USD to PM USD, but when I open WMChange24 site such exchange wasn't available.

Perfect Money to BTC-e exchange. I waited 24 hours. WMChange24 couldn't complete my order. I asked for refund if they can't complete. They refunded 0.5% less. In total I lost 1% = 0.5% + 0.5% (the fee I paid) + 24 hours. Will never exchange with them again.
