The problem is that funds can't be accounted as "received" w/o documents.
They can request refund in any time, if I haven't proper documents.
So it's impossible to mark this transaction as "already passed". It does not.

And I do not agree service can't provide documents.
W/o those documents passed to they bank they can't proceed with this transactions at all.
So they provide wrong information to you and me.
