The complaint is not supported by the actual sequence of events.
The exchange service fully performed its obligations by sending the payment and providing the corresponding payment receipt(s). Before considering the transaction completed, we explicitly asked you whether the payment had been received. In response, you unequivocally confirmed that the funds had been received.
Your confirmation was clear, voluntary, and was given after you had reviewed the payment receipt(s) we provided. The exchange service relied on your confirmation in good faith and completed the transaction accordingly.
Only after your explicit confirmation did you change your position and state that the funds had allegedly not been credited because this was a company account and required additional processing time. This explanation was introduced only after you had already confirmed receipt.
At no point do our Terms of Service or our website state that the exchange service guarantees any 24-hour waiting period before a recipient should confirm receipt of a payment. If you were unable to verify the incoming payment or did not have immediate access to the receiving account, you should not have confirmed that the funds had been received.
The responsibility for verifying whether the payment has actually been credited rests solely with the recipient before confirming receipt. A confirmation of receipt cannot later be withdrawn simply because the recipient subsequently discovers that they confirmed the payment without completing the necessary internal verification.
The exchange service cannot be held liable for:
* an incorrect confirmation made by the recipient;
* the recipient’s internal procedures for verifying payments to a company account;
* the recipient’s lack of direct access to the receiving account.
The payment receipt was provided, the payment was confirmed by the recipient, and the exchange service relied on that confirmation when completing the transaction. Therefore, the exchange service fulfilled all of its obligations in full, and there are no legal or factual grounds to hold the exchange service responsible for the consequences of the recipient’s own confirmation.
We respectfully request that this complaint be dismissed.

Your internal business processes, workload, corporate account procedures, or any pressure from your employer are entirely outside the scope of the exchange service’s responsibilities. These circumstances cannot transfer liability to the exchange service or alter the legal consequences of your own confirmation.
You stated that you were under pressure at work and therefore replied “OK” to our operator. However, this was entirely your own decision. If you were unable to verify the incoming payment, you should not have confirmed that the funds had been received. Instead, you explicitly confirmed receipt of the payment, and the exchange service relied on your confirmation in good faith.
Likewise, your statement that your company processes millions of Turkish Lira daily and that you cannot verify every incoming payment is solely an internal operational matter. It cannot impose additional obligations on the exchange service. If you are unable to verify a particular transaction, you must not confirm its receipt until verification has been completed.
Your decision to use a corporate account is also your own responsibility. Any internal approval procedures, delayed access to account information, or verification requirements associated with such an account cannot be attributed to the exchange service.
Furthermore, your allegations that the exchange service used “illegal” or “third-party” funds are entirely unsupported by any objective evidence. Such accusations are speculative and cannot serve as a basis for establishing liability.
Under the Exchange Service Rules, the customer is responsible for providing accurate information, complying with the exchange procedure, and acting in good faith throughout the transaction. Once the customer confirms receipt of the funds, the exchange service is entitled to rely on that confirmation and consider the transaction completed.
The exchange service cannot be held responsible for:
* your decision to confirm receipt without verifying the payment;
* your inability to access or verify your corporate account;
* your employer’s internal requirements or work-related pressure;
* your company’s internal payment verification procedures.
The exchange service fulfilled all of its obligations in accordance with the transaction terms and the Exchange Service Rules. The consequences of an incorrect confirmation made by the customer cannot be transferred to the exchange service.
For these reasons, we respectfully request that this financial complaint be dismissed, as there are no legal or factual grounds to impose any liability on the exchange service.

After receiving this payment receipt, the customer was explicitly asked whether the funds had been received. The customer unequivocally confirmed that the payment had been received. Acting in good faith, the exchange service relied on this confirmation and considered the transaction completed.
After some time, the customer changed his position and began claiming that the payment had allegedly been “charged back” or “reversed,” and that the exchange service had allegedly used “illegal” or “third-party” funds.
These allegations are entirely speculative.
Furthermore, the customer’s accusations that the exchange service used “illegal” funds or “third-party” funds are entirely unsupported by any objective evidence. Such serious allegations cannot be based on assumptions or personal opinions and require official confirmation from the competent bank or relevant authorities.
Under the operating principles of the Turkish banking payment systems (EFT/FAST), once a transfer has been completed and credited to the beneficiary, the transaction reaches settlement finality. A completed transfer is not automatically reversed through the payment system.
The exchange service fulfilled all of its obligations under the transaction and in accordance with the Exchange Service Rules by:
* executing the payment;
* providing the official bank payment receipt confirming execution of the transfer;
* obtaining the customer’s explicit confirmation that the funds had been received.
The customer’s internal corporate procedures, inability to verify incoming payments, workload, employer’s requirements, or any other internal business matters remain entirely outside the responsibility of the exchange service. If the customer was unable to verify receipt of the funds, he should not have confirmed that the payment had been received.
The exchange service cannot be held liable for assumptions, unsupported allegations, or the consequences of the customer’s own confirmation.
Accordingly, the exchange service has fully performed all of its obligations, while the customer has failed to provide any objective evidence supporting his allegations.
We therefore respectfully request that this financial complaint be dismissed as unfounded.

The exchange service has already provided the official bank payment receipt confirming execution of the transfer. This document constitutes the exchange service’s proof that the payment was completed.
Under the Exchange Service Rules, the exchange service is not obligated to provide internal banking documents, including bank account statements, unless such an obligation is expressly established by applicable law or the Exchange Service Rules. No such obligation exists in this case.
Your request for additional internal banking documents therefore has no legal basis under the Exchange Service Rules.
Furthermore, your allegations that the payment was reversed, or that the exchange service used “illegal” or “third-party” funds, remain purely subjective statements. To date, you have not submitted any official bank document or any other objective evidence supporting these allegations.
The exchange service cannot accept liability based solely on assumptions or unsubstantiated allegations. The documented facts remain unchanged: the transfer was executed, the official bank payment receipt was provided, and you confirmed receipt of the funds.
Accordingly, the exchange service considers that it has fully performed all of its obligations under the transaction and the Exchange Service Rules.

The Exchange Service Rules do not require the exchange service to provide any additional internal banking documents beyond the payment confirmation already supplied.
We have already set out the exchange service’s legal and factual position in detail above. There is no reason to repeat the same arguments. The exchange service cannot be held liable for the consequences of the customer’s own confirmation.

The key fact is that you explicitly confirmed that the funds had been received. Upon receiving your confirmation, the transaction was considered completed, and the exchange service’s obligations under this order were fully discharged.
The exchange service cannot be held responsible for the consequences of confirming receipt of funds without verifying them beforehand. Our position on this matter remains unchanged.

Furthermore, your own statements are contradictory. In your messages, you first acknowledge that the payment receipt was genuine and confirmed the transfer, then claim that the receipt was fake, and later state that the payment was reversed. These mutually inconsistent statements are based on your own assumptions and cannot change the established facts.
The exchange service fulfilled all of its obligations by sending the payment and providing the official payment receipt. You explicitly confirmed receipt of the funds, and based on your confirmation, the transaction was considered completed.
We have already provided all documents that the exchange service is required to provide. We are under no obligation to provide internal bank statements or any additional documents. Our position remains final.

According to standard banking procedures, once funds have been successfully credited to the beneficiary’s account, they cannot automatically disappear or be returned to the sender without the recipient’s authorization. Such a scenario is technically impossible.
We provided the official payment receipt, and you confirmed that the funds had been received. Based on your confirmation, the transaction was considered completed.
Therefore, the events you describe are not technically consistent with how the banking system operates and cannot be attributed to any action on the part of the exchange service.

The payment was split into two separate PayPal transactions:
418 USD from Moldova
82 USD from Ukraine
Both were sent as Goods & Services transactions and included shipping addresses, even though this was an online service with no physical shipment.
This structure creates a significant risk of future disputes or chargebacks. As the PayPal account holder, I would be fully responsible in case of unauthorized transaction claims, and I would not be able to provide shipping proof.
For security reasons, I issued full refunds through PayPal (both transactions are now refunded).
The exchange service is refusing to return my 485 USDC, despite the PayPal payments being fully refunded.
The transaction is therefore not completed, and I am requesting the return of my 485 USDC.

According to the MafinCash User Agreement, specifically clauses 5.23–5.25, all risks related to PayPal transactions — including disputes, chargebacks, claims, holds, and account limitations — are fully borne by the Client.
The refunds were initiated by you voluntarily and at your own discretion. The exchange service is not responsible for client-initiated PayPal refunds or for any consequences arising from actions taken within the PayPal system.
Please also note:
“Goods & Services” payments are not accepted under clause 5.23.
All PayPal-related risks are borne by the Client (clause 5.25).
Cryptocurrency transactions are non-refundable (Section 13).
At the time of payment receipt, the service fulfilled its obligations under the submitted exchange request. A unilateral PayPal refund does not cancel the completed exchange transaction and does not create an obligation for the service to return cryptocurrency.
The service operates strictly in accordance with its User Agreement.

However, the publicly available User Agreement currently only contains sections up to 8, and there is no visible clause 5.23–5.25 regarding PayPal Goods & Services or chargeback liability.
If the service relies on specific clauses, they should provide the exact wording and version of the agreement that was in force at the time of my order.
Additionally, the service states that Goods & Services payments are not accepted, yet both payments were sent as Goods & Services transactions.
This payment structure was created by the exchange service, not by me.

Please be informed that the PayPal details you provided correspond to a business PayPal account. For such accounts, PayPal may automatically process payments primarily under the Goods & Services format.
According to clause 5.23 of the User Agreement, payments are processed by default via Friends & Family (FnF).
The exchange request page clearly states:
By default, all payments are sent via Friends & Family (FnF).
Upon client request, or in cases where FnF is not available, payment may be processed via Goods & Services (GS).
Therefore, the payment format was determined by the technical characteristics of the account you provided.
Please also note:
Under clause 5.25, all risks related to PayPal disputes, refunds, chargebacks, holds, or claims are fully borne by the Client.
The exchange service is not responsible for refunds initiated by the client.
The service has fully fulfilled its obligations under the exchange request.
You were additionally warned about these conditions prior to initiating the refund.
The decision to issue PayPal refunds was made solely at your discretion and does not create an obligation for the service to return cryptocurrency.
The service operates strictly in accordance with its User Agreement.

The publicly available User Agreement on mafincash.com currently displays only sections 1–8. Clauses 5.23–5.25 referenced by the service are not visible on the public rules page at the time of writing. If a different version applies, it has not been publicly verifiable.
The service states that payments are processed by default via Friends & Family (FnF). However, both payments I received were sent as Goods & Services (GS), from two different PayPal accounts in two different countries.
The payment format and sender accounts were fully determined by the exchange service, not by me.
The service considers the transaction fulfilled once PayPal funds were received, even though the structure involved GS payments and shipping addresses for an online service.
I leave this information here for other users to assess the payment structure and associated PayPal risk for themselves.

I have just submitted the definitive PayPal transaction evidence to the BestChange support team. These records clearly prove that MafinCash deliberately manufactured a high-risk scenario to facilitate a ***. I am an experienced PayPal user and have conducted many transfers; MafinCash is the only service that has ever employed such fraudulent and dangerous payment structures.
The screenshots of the transactions (Order #***) expose your deception:
Proof of Subjective Risk: You split a single 500 USD order into two separate payments from two different individuals in two different countries (Moldova and Ukraine). This is not a "technical characteristic"; it is a deliberate "structuring" technique used to bypass anti-fraud filters, which puts the recipient's account at immediate risk of a permanent ban.
Proof of Goods & Services (GS): Despite your claim that FnF is the default, my PayPal records explicitly show the "Add Tracking" and "Create Shipping Label" options for BOTH payments. This proves you sent the funds as Goods & Services to ensure the transaction remained reversible on your end, while my USDC was irreversible.
Fabricated Clauses: You continue to reference "Clauses 5.23-5.25," which do not exist on your public website. Inventing hidden rules after a dispute arises is the hallmark of a scam.
To BestChange Administration:
MafinCash is now in possession of both the 500 USD (refunded) and my 485 USDC. They have effectively stolen my funds by using a high-risk payout structure that no legitimate user could safely accept. I request a manual review of this merchant's deceptive practices. I will not stop until my 485 USDC is returned.
