Under review by the monitor's administration
Avoid iconfinance until they give my money back.

On September 1st icon.finance accepted my funds on the Solana blockchain for an exchange, failed to complete the exchange, and — without explaining why — demanded a list of information, including photos and sensitive personal data. Later, in the support chat, a service representative explained this was due to “high risk.”

There is no information available about the individuals or entities behind the icon.finance exchange service, nor was any provided to me. There is no legal basis for providing personal data to an anonymous service; despite this, only minimal answers to my questions were provided in the support chat. This did not satisfy the representative of the anonymous service; he continued to insist on receiving all the data, citing “international standards.”

Their actions are unacceptable for the following reasons:
- They did not clearly disclose the legal entity operating the service. A brand name is not a legal entity and, by itself, does not grant the right to hold clients’ assets.
- icon.finance did not provide a legal or contractual basis for withholding my SOL.
- References to AML/KYC procedures do not permit the indefinite or unexplained withholding of customer assets without a specific, documented, and verifiable basis.
- Publicly available information from icon.finance indicates the existence of AML/KYC policies; however, its operational transparency does not appear to meet the standards expected under AML/KYC (based on FATF recommendations) or the regulatory requirements applicable in Turkey, Ukraine, the EU, and the U. S.

If icon.finance is a legitimate provider of virtual asset services, it is required to operate through a clearly identifiable legal entity, with transparent procedures for customers and a sound legal basis for any freezing or withholding of assets.

In this regard, I demand the following:
1. The immediate unblocking and return of the withheld SOL to the sender’s original address (they have it).
2. Disclosure of the full legal name of the operating company, its registration details, and the jurisdiction of registration (this information should be publicly available, primarily on their website).
3. A written explanation of the exact legal and contractual basis for the freeze, sent to my email address (they have it).

In case of non-compliance with these requirements, I will consider the continued retention of my SOL to be unauthorized and will take all available legal remedies, including (but not limited to) filing complaints on the relevant exchange monitoring platforms.

This complaint is submitted without prejudice to any of my rights or legal remedies.

Moneyback not received.
The entity behind Icon. Finance has not been disclosed.

IconFinance cancelled the exchange, but keeps withholdung my property.

IconFinance admin avoids to give direct answers, keeps repetetive information requests of the sensetive information.

IconFinance "Compliance Team" cannot legally request or store GDPR-protected private data without providing their official corporate registry details, physical business address, and designated Data Protection Officer (DPO).

If icon.finance refuses to disclose its own legal identity, they have no legal authority to demand mine.
IconFinance admin closing this claim as "Solved" while still holding my assets is a fraudulent attempt to manipulate this monitoring platform's rating.
I propose the only compliant path forward for an anonymous service:

1. Issue a full refund of my SOL back to the originating sender address.
2. Cease data requests: immediately halt all requests for personal ID and documentation, as an anonymous entity has no legal framework to process it.

Attention esteemed monitor admins: the exchange is abused the "solved" button

the iconfinance admin has copy-pasted the exact same macro response for the third time without addressing a single point, and has fraudulently marked this claim as "solved" while still holding my sol. This is a blatant manipulation of your platform's rating system.
To iconfinance:
you claim the assets are "temporarily restricted pending a review," yet you state the review cannot even begin without my private data. This is an indefinite seizure of assets by an anonymous website.

1. International aml standards (fatf) require a "reject and return to source" protocol for high-risk unverified transactions. They do not allow an anonymous entity to permanently pocket a user's funds.

If you cannot provide your own identity, you have no legal right to hold my property.

I request the esteemed monitor's administration to intervene, freeze iconfinance's rating, and force a return of the sol to the original sender address.

Please be advised that this claim is being closed due to your continued failure to provide the requested information. Your request has been fully restricted in accordance with our terms of service. Furthermore, applicable international compliance standards dictate that a review and potential refund can only be processed following the completion of a thorough verification, which requires the submission of all necessary documentation.

We strongly advise against reopening this dispute prematurely. Once the required details are provided, we will be prepared to evaluate the case regarding the possibility of a return.

Reporting Icon. Finance exchange for theft and rating manipulation

To the esteemed BestChange Administrators:
Please look closely at IconFinance's last response. They are openly admitting to an illegal, indefinite seizure of my property. They state my funds are "fully restricted" simply because I refuse to hand over sensitive data to a completely anonymous website that refuses to disclose its legal entity or jurisdiction.

IconFinance is misrepresenting international AML standards. No compliance standard allows an anonymous internet service to pocket, withhold and steal a user's funds under the guise of an uncompleted review. Real compliance dictates a "Return to Source" if a user fails or declines verification.

IconFinance is actively abusing your "Claim solved" button to hide their fraudulent practices and protect their rating on your platform.
I formally request the esteemed BestChange Administration to:

1. Intervene directly in this dispute.
2. De-list or flag IconFinance with a "Scam / Malicious" warning label until they provide the transaction hash showing my SOL has been returned to the original sender address.

I will continue to reopen this claim every single time IconFinance tries to forcefully close it. I will not allow a rogue exchange to use this platform to trap users' funds.

To proceed with your case, you must provide the requested documents so that we can complete the necessary compliance review.

Please note that your wallet has been identified as high-risk, and the IP address used to place the order has also been flagged as abusive. Given these risk indicators, we are unable to return the funds until the required review has been properly completed.

We strongly recommend maintaining a constructive dialogue and providing the requested information and documents as soon as possible. This is the only way to proceed with the review and resolve the matter as quickly as possible.

I strictly refuse to provide sensitive identity documents to an anonymous platform that hides its corporate legal entity and jurisdiction. Under international compliance standards, if a user fails or declines a risk assessment, the exchange must invoke a "Return to Source" protocol—returning the SOL minus standard network fees to the originating address. Retaining 100% of the principal capital indefinitely is not AML compliance; it is illegal asset seizure.
Since IconFinance claims my wallet and IP are too "high-risk" to process the transaction, they cannot legitimately hold the funds either.

My final terms to mark this dispute as resolved:

Return to Source: IconFinance must refund the SOL to my original sending address.

I will continue to reopen this claim every single time IconFinance tries to forcefully close it. IconFinance is actively abusing the "Claim solved" button to manipulate their rating and hide a live financial dispute. I will reopen this claim indefinitely refund is provided.

According to the information available, the exchanger has no financial obligations to this user
On April 22, I placed an exchange order for USDT -> UAH. At the moment of creating the order, the exchange service displayed a one of the highest exchange rate (1: 44.05) compared to other offers. After I sent the funds, the order stayed in the status "31/32 confirmations" for about an hour, and then it was automatically deleted by the system ("order deleted") with no explanation.

By the time the order was deleted, the previously favorable rate was already gone, which makes it look like the exchange intentionally delayed the process to avoid completing the transaction at the original rate.

Support, which claims to work 24/7, responded only after 16 hours. I provided the transaction hash as requested, but the funds still have not been returned.

IconFinance support provided a payment confirmation document; however, this document turned out to be forged. The sender’s bank has officially confirmed that the document is fake and that no transfer was made.
When will my application be paid, or when will my money be refunded?

However, unfortunately, the sender’s bank rejected the initial transfer, and as a result, the funds were not credited and are being returned to us by the bank. Once we were informed of the rejection, we immediately initiated a new payment to you. We sincerely apologize for the inconvenience caused by this situation, which occurred due to the actions of the sender’s bank and is beyond our direct control. Anton 23.27.110.* July 8, 2025 07:33
I had a very disappointing experience with this exchange service. I attempted to exchange USDT for cash, and unfortunately, I ran into several serious issues.

First of all, there is no indication on Bestchange that IconFinance requires KYC verification. While there is some mention of this during the exchange process, the information is buried among other text and not highlighted as it should be for such an important requirement. Because of this lack of transparency, I decided to cancel the exchange.

I requested a refund, but when the payment was returned, it was 100 USDT less than what I originally sent. This amount is far greater than any reasonable fee for a reversed transaction. Moreover, there are no clear terms on their website regarding penalties or fees for refunds.

This lack of upfront disclosure and the unexplained deduction from my refund make me seriously question the integrity and professionalism of this service. I would not recommend using this exchange, especially for those who value transparency and fair treatment.

Hello Anton, we would like to clarify the situation regarding your exchange. When placing an order to exchange USDT for cash in Warsaw via our platform, it is clearly stated that identity verification (KYC) is required and that a valid document must be presented at our office in order to receive cash. You agreed to these terms when creating the order. Additionally, during our first communication with you, our operator reminded you of this requirement! As outlined in our exchange policy, which you also accepted, if an order is canceled at the client’s initiative, any associated costs (including network fees, conversion losses, administrative costs, etc.) are to be covered by the client. Typically, such deductions do not exceed 5%. In your case, however, we made a concession and significantly reduced the withheld amount to a reasonable level. Your refund was processed yesterday and completed in the shortest possible timeframe.

We understand that this experience may have been frustrating for you, but we kindly ask that you refrain from making misleading public statements or accusations that could harm the reputation of our service. From our side, we have fulfilled all obligations transparently and in accordance with the agreed terms.
Claim solved
Anton July 8, 2025 20:16
While you mention that the exchange policy covers potential costs in case of cancellation initiated by the client, nowhere on your website is there a clear and specific statement regarding the size or structure of these penalties and fees. This lack of transparency is unacceptable for a financial service handling customer funds.

A deduction of 100 USDT is extremely excessive, especially given that:
- Network fees for USDT are typically very low.
- There is no breakdown provided of what these “conversion losses” or “administrative costs” actually amount to.
- The refund was issued as soon as I got contacted by your manager, with no justifiable delay or effort that would explain such a significant deduction.

If you expect users to accept such terms, the exact possible penalties and fee amounts should be clearly and explicitly disclosed before a transaction is initiated, not vaguely referenced in general terms.

I would appreciate a detailed breakdown of how this 100 USDT deduction was calculated. Otherwise, I must consider sharing my experience publicly to warn others about the hidden and arbitrary costs associated with your platform.

IconFinance admin July 9, 2025 06:28
Anton, thank you for your feedback. We’re sorry to hear that you were dissatisfied with your experience, but we would like to clarify the situation once again. When placing an order to exchange USDT for cash in Warsaw via our platform, it is clearly stated that identity verification (KYC) is required and that a valid document must be presented at our office. This requirement is explicitly mentioned during the order process, and our operator also reminded you of it during your first interaction.

As you chose to cancel the order on your own initiative by refusing to provide the required documents, the refund was processed in accordance with our exchange policy — which you accepted when creating the order. According to this policy, all related costs (including network fees, exchange rate fluctuations, administrative expenses, etc.) are to be covered by the client in case of cancellation. Nevertheless, we made a significant concession and withheld only the minimum possible amount, which did not fully cover our actual costs associated with handling your transaction. The 100 USDT deduction was based on several factors, including rate volatility, internal processing expenses, blockchain fees, and administrative work.

We are committed to transparency and fair service. Your feedback has been noted, and we will take further steps to make key requirements and cancellation terms even more prominent on our website.

Anton July 9, 2025 07:26
I fully understand that some costs may be incurred during a cancellation. However, your platform does not provide any specific, upfront information about the potential size or calculation method of these costs.

Therefore, I formally request the return of the remaining withheld amount, minus a fair deduction for actual network fees. Additionally, I expect a detailed explanation of your refund policy and cancellation penalties to be made clearly visible on your website, so that future clients are fully informed before proceeding with any transactions.
Claim renewed
IconFinance admin July 9, 2025 08:31
Anton, we fully understand your concerns and appreciate your acknowledgment that certain costs may arise during a cancellation. However, as previously mentioned, the refund you received already reflects a reduced and minimal deduction, made as a gesture of goodwill. In fact, the withheld amount does not fully cover the actual expenses we incurred in processing and reversing your transaction. These expenses include not only network fees, but also internal processing costs, exchange rate differences, and administrative handling – all of which are clearly referenced in our terms, which were accepted when the order was created. That said, we acknowledge your suggestion regarding the visibility of specific fee structures, and we are already reviewing ways to make this information more prominent and accessible on our website, for the benefit of future users.

We respectfully ask that you refrain from submitting or maintaining a financial complaint on public platforms in cases where funds have been returned. We value all of our clients and strive to improve continuously. Thank you again for your feedback.
