On September 1st icon.finance accepted my funds on the Solana blockchain for an exchange, failed to complete the exchange, and — without explaining why — demanded a list of information, including photos and sensitive personal data. Later, in the support chat, a service representative explained this was due to “high risk.”
There is no information available about the individuals or entities behind the icon.finance exchange service, nor was any provided to me. There is no legal basis for providing personal data to an anonymous service; despite this, only minimal answers to my questions were provided in the support chat. This did not satisfy the representative of the anonymous service; he continued to insist on receiving all the data, citing “international standards.”
Their actions are unacceptable for the following reasons:
- They did not clearly disclose the legal entity operating the service. A brand name is not a legal entity and, by itself, does not grant the right to hold clients’ assets.
- icon.finance did not provide a legal or contractual basis for withholding my SOL.
- References to AML/KYC procedures do not permit the indefinite or unexplained withholding of customer assets without a specific, documented, and verifiable basis.
- Publicly available information from icon.finance indicates the existence of AML/KYC policies; however, its operational transparency does not appear to meet the standards expected under AML/KYC (based on FATF recommendations) or the regulatory requirements applicable in Turkey, Ukraine, the EU, and the U. S.
If icon.finance is a legitimate provider of virtual asset services, it is required to operate through a clearly identifiable legal entity, with transparent procedures for customers and a sound legal basis for any freezing or withholding of assets.
In this regard, I demand the following:
1. The immediate unblocking and return of the withheld SOL to the sender’s original address (they have it).
2. Disclosure of the full legal name of the operating company, its registration details, and the jurisdiction of registration (this information should be publicly available, primarily on their website).
3. A written explanation of the exact legal and contractual basis for the freeze, sent to my email address (they have it).
In case of non-compliance with these requirements, I will consider the continued retention of my SOL to be unauthorized and will take all available legal remedies, including (but not limited to) filing complaints on the relevant exchange monitoring platforms.
This complaint is submitted without prejudice to any of my rights or legal remedies.

The entity behind Icon. Finance has not been disclosed.
IconFinance cancelled the exchange, but keeps withholdung my property.
IconFinance admin avoids to give direct answers, keeps repetetive information requests of the sensetive information.
IconFinance "Compliance Team" cannot legally request or store GDPR-protected private data without providing their official corporate registry details, physical business address, and designated Data Protection Officer (DPO).
If icon.finance refuses to disclose its own legal identity, they have no legal authority to demand mine.
IconFinance admin closing this claim as "Solved" while still holding my assets is a fraudulent attempt to manipulate this monitoring platform's rating.
I propose the only compliant path forward for an anonymous service:
1. Issue a full refund of my SOL back to the originating sender address.
2. Cease data requests: immediately halt all requests for personal ID and documentation, as an anonymous entity has no legal framework to process it.

the iconfinance admin has copy-pasted the exact same macro response for the third time without addressing a single point, and has fraudulently marked this claim as "solved" while still holding my sol. This is a blatant manipulation of your platform's rating system.
To iconfinance:
you claim the assets are "temporarily restricted pending a review," yet you state the review cannot even begin without my private data. This is an indefinite seizure of assets by an anonymous website.
1. International aml standards (fatf) require a "reject and return to source" protocol for high-risk unverified transactions. They do not allow an anonymous entity to permanently pocket a user's funds.
If you cannot provide your own identity, you have no legal right to hold my property.
I request the esteemed monitor's administration to intervene, freeze iconfinance's rating, and force a return of the sol to the original sender address.

They state my funds are "fully restricted" simply because I refuse to hand over sensitive data to a completely anonymous website that refuses to disclose its legal entity or jurisdiction.
IconFinance is misrepresenting international AML standards. No compliance standard allows an anonymous internet service to pocket, withhold and steal a user's funds under the guise of an uncompleted review. Real compliance dictates a "Return to Source" if a user fails or declines verification.
IconFinance is actively abusing your "Claim solved" button to hide their fraudulent practices and protect their rating on your platform.

By the time the order was deleted, the previously favorable rate was already gone, which makes it look like the exchange intentionally delayed the process to avoid completing the transaction at the original rate.
Support, which claims to work 24/7, responded only after 16 hours. I provided the transaction hash as requested, but the funds still have not been returned.

First of all, there is no indication on Bestchange that IconFinance requires KYC verification. While there is some mention of this during the exchange process, the information is buried among other text and not highlighted as it should be for such an important requirement. Because of this lack of transparency, I decided to cancel the exchange.
I requested a refund, but when the payment was returned, it was 100 USDT less than what I originally sent. This amount is far greater than any reasonable fee for a reversed transaction. Moreover, there are no clear terms on their website regarding penalties or fees for refunds.
This lack of upfront disclosure and the unexplained deduction from my refund make me seriously question the integrity and professionalism of this service. I would not recommend using this exchange, especially for those who value transparency and fair treatment.
