-'Whats the average processing time of an order is", and you answered, quote,

So I'd appreciate if you processed the order transaction as soon as possible.

PAID around 10:15AM Local time. The Order was created at 1AM.
It took 9 hours to process an order. Am I satisfied? :/
p.s. Yesterday I also did an exchange here but with another exchanger - and it took them under 4 minutes(!!) to process the order, but I also have to say that I lost around 10% of money because of the bad exchange rate. So its kind of like they make you choose here -its either Time(quick processing), or you lose 10% of your money because of rates.
I've been using bestechange for over 3 years now and this is the first time it took so long to process the order, and I had to write the comments/complaints about it.
Sad.

They sent me money to paypal with 21 days hold and shipping information to Kiev Ukraine. When I asked to process a refund because I don't need 21 days holded funds (logic???) they never replied me.

You give to your customers not clear terms of use. You say: "Please note that we send payments in the same way as for Goods and Services". But you don't say that you send payment as for physical goods and services, you don't say to the customer that he will need to wait 21 days to receive the money. It's your fault, not PayPal.

Used this exchange multiple times however after 3 or 4 withdrawals they blocked my withdrawal and asked me to provide almost every detail about myself including my passport, picture of me holding my ID, address and a lot more. I have provided some details and PROOF of where the money came from to show them it weren't from scam or anything like that however after that they still refused to pay me.
