Your receiver has a first-time seller paypal account and your receiver agreed with paypal that they will hold their payments on 21 days. It's agreement beweeen your receiver and paypal. Read article at paypal website plz https://www.paypal.com/us/brc/article/funds-availability please. If you need a personal payment, we can do it but only at your risk. There is no any notes to the exchange request about personal payment from your side. Thank you.

I had an order number 136603, from perfectMoney to skrill. before creating an order, it is indicated that the lead time for the order is 24 hours maximum. and after I transferred them money to perfectMoney, they wrote that the time was up to 94 hours. I tried to communicate with them via telegram, they rarely answer and not respectfully. they say we indicated 94 hours and do not want to explain what the problem is to translate in 24 hours. not a reliable exchanger.
