First I need to inform that it only took 21 minutes for your tx to get confirmed, not hours as you expected! Now you may be surprised how we do it with 2 Satoshis/vByte as you said.
BTC tx fee itself is a hell of a technical issue to overcome, but tx fee plus offering the best rate together is the biggest challenge of an exchange. Hopefully as a long standing exchange since 2013, we have researched this issue for 6 years and now we have optimized solutions that work perfectly.
Bitcoin network traffic rises and falls so the optimum tx fee. Sometimes miners cant produce any block for 1 or 2 or several hours and that means no matter how big your tx fee is, you have to wait.
Everybody knows optimized tx fee is the best because If you include a big over tx fee, it will work for fast confirmation but it is not that good for users as they will finally pay for that. But optimized tx fee is not simple to calculate and there are very few exchanges that can calculate that and I'm not going to reveal it! But just some of actions we take for that are:
1- we always send txs between Segwit addresses to reduce tx size
2- we use RBF and calculate several tx fees in necessary cases.
3- we detect unconfirmed txs and try to spend changes.
4- we carefully monitor previous blocks to determine best optimized tx fee
5- our supports try to help with confirmation. If you think a tx is not confirmed after 4 or 5 blocks, send them a ticket.
All in all, when exchanging with us, you can be sure your money is not wasted for paying fluffed tx fees. Also you don't need to worry that your tx is going to stuck in the network traffic.
Sorry for writing too much but this tx fee issue really needs explanations.
