Arbitration request — delayed and incomplete payout!

I request arbitration regarding an exchange that has not been completed within the stated or promised timeframes.

Description of the issue:
Before creating the exchange, the operator informed me that instead of the standard advertised processing time of 60 minutes, the payout would take 2–3 hours, explaining this by the need to top up their accounts.
Based on prior positive experience with this service, I agreed and created and prepaid the exchange.

My TON transfer was confirmed as received by the exchanger. After that, the operator stated that the order was “in process”.

Approximately 4 hours later, I contacted support for an update and was told that the payment would arrive “within 40 minutes”.

Later, this estimate was changed again to “within 30 minutes”.

In order to resolve the situation, I proposed splitting the payout.
As a result, only ˆ250 out of the total ˆ505 was transferred.

Since the first partial payment, 3 hours and 15 minutes have passed, and the remaining ˆ255 has still not been credited to my account.

In total, up for now, more than 7 hours and 15 minutes have passed since the exchange was paid and initiated.

After this, the operator left the chat due to the end of their working hours, leaving the transaction unresolved, without completion, and without any clear handover or solution.

Remaining ˆ255 unpaid
Deadlines repeatedly changed
No resolution provided before support went offline (only a promising that the remaining payment will be done "soon")
