This is not a violation, I don't mean that. It is one of ways an exchange could work. For instance, when I query "ATOM -> KZT" pair, I see list of exchanges providing exchange of this pair. One of them is "AvanChange", which is marked with icon of bent arrow. If I hover mouse over the icon, I see the comment "This exchanger transfers funds via third-party payment system". This might not be bad per se, but could be important for some users. The "1Mile" exchange isn't marked with this icon, but it delegates funds transfers to some other exchange. This is official information which is said by their support when there is any concern with payments.
Correct marking this kind of data is essential for user experience, because some users might be uncomfortable working with middlemen. Personally, I think direct funding is better and faster, I avoid exchanges marked with "3rd-party payments" icon, e.g. AvanChange, Ferma and ProstoCash.

1. Why the Memo field is necessary? It's easy to miss and it's not necessary. To filter transactions automatically it's enough to have recipient address.
2. Slow and dumb support. 1 hour passed after my message which contained tx link to mintscan. Other message contained explicit tx hash, from/to addresses and timestamp. After 1 hour they ask me for tx hash. I think you play dumb with me. Waiting 30min more till the exchange period is over.
After 1.5 hours the support requested video of my screen. Not sure why just tx hash is not enough. After I sent the video, they spent 1 hour to review my transaction.

P. S. I made several exchanges on another website in just 15 minutes and they didn't require any stupid Memo.

Also, 1mile uses 3rd party exchange to process payments, I think bestchange.com mast mark it correspondingly in the list. I never use exchanges with payment partners, because it's much slower and problematic. Please bestchange admin mark 1mile as "uses 3rd party payment systems".
