Website is good and pays except for the rules when Perfectmoney hold your funds the exchange rate which was fixed in the order will not be fixed.
This will happen even if you send the funds instantly after creating an order but PM holds it for security purpose.
Whereas other exchanges understand the funds are sent and only hold by PM, they mark the order as paid and process your exchange once they receive it.
