You are not the account holder or the sender of this transfer; therefore, you cannot verify the refund status or obtain information regarding the transaction.
Payments made from a linked bank card are not accepted by our service — this is clearly stated on the relevant pages. After identifying the source of the funds, they were placed on hold, and a refund request was initiated on PayPal’s side. Confirmation of this was provided in the form of a screenshot.
We asked the sender to contact us directly to resolve the situation. Your involvement in this claim as an intermediary has no grounds. Please refrain from spreading inaccurate information and from using the service for purposes that violate our policies.

Payments from a linked card are not accepted by our service — this is stated in the rules (clauses 5.23–5.25). Such transfers may be frozen for up to 90 days and are returned only to the sender’s original account.
Screenshots and information provided by you come from a third party and cannot serve as official confirmation of the transfer.
Using someone else’s accounts, cards, or making transfers to third parties is prohibited (clause 5.11).
We therefore recommend resolving this matter directly through the sender and verified payment details. Any claims of funds being credited without official confirmation cannot be accepted for review.

Endless pressure, repeated messages, spamming, and providing false information will not resolve the situation. Further resolution must be handled directly with PayPal and the sender, as we have not received the funds and cannot influence their hold or return. Funds are returned only to the card from which the payment was made.
You were blocked because continuous repeated messages and spamming created pressure and interfered with proper handling of the situation. The block was implemented to enforce service rules and protect communication, not because of the content of your review.
We act strictly according to the service rules (clauses 5.11, 5.23–5.25), which govern which payments are accepted and who bears responsibility for their execution. Any claims suggesting the situation could have been handled differently are inaccurate.

I tried to send Payeer USD to BanK Card INR, i provided the saving bank account number and the bank name where i have a saving account. Can someone help me with the difference between Bank transfer and Bank card.

It looks like you entered your bank ID / account number instead of the card (IBAN or card number) that’s required for a Bank Card transfer.
A Bank Transfer goes directly to a bank account, while a Bank Card payment is processed through the card network (Visa / MasterCard) and requires your card number.
That’s why the payment couldn’t be completed and was refunded.
