Recently I posted a review about me being listed in the Central Bank’s registry under Article 161 due to a transfer from this currency exchange service. Bestchange told me that "If the Central Bank’s response indicates that information about you has been entered into the database (regarding transactions made without voluntary consent), this signifies a block under Federal Law No. 161, and the specific transaction that triggered the fraud complaint will be identified." Bank gave me exact tranzaction which was from Wirebit exchanger. They told me to delete the review and they fix everything. To resolve the Article 116 issue, the sender needs to withdraw the complaint. Although they claimed these were their personal cards, they failed to withdraw the claim over the course of 22 days. As a result of this situation, the bank flagged my account under Article 115, and resolving this requires submitting an extensive list of documents. In response to my complaints, the exchange service simply said they were sorry and that there was nothing they could do.
To sum it up, they use either "drops" or compromised cards they don't actually have access to. Any such transaction carries a high risk of your card being blocked.

We were indeed expecting information from you regarding the refund of funds. However, as part of standard control procedures, the bank requested clarification regarding cash withdrawal transactions over the past 3 months. The review focused specifically on this billing period.
We informed you that we have all the necessary receipts for the completed transfers. At the same time, you noted that the transactions that raised questions with the regulator were carried out before our cooperation began, and you cannot provide the bank with any reporting on them.
Internal audits of financial organizations are governed by strict rules, and to lift the restrictions, the bank requires comprehensive documents covering the entire account history. Unfortunately, the lack of confirmation for a number of past transactions became the key reason for the block. Our transactions were not “extreme”; they merely fell under standard monitoring.
We are always in favor of an honest and open dialogue, so we consider demands for additional monetary compensation and pressure through negative reviews to be unconstructive methods of resolving business issues.

I messaged them yesterday — they said they ran out of cards that they use to exchange crypto. I was expecting to do an exchange with them today to which they said 'Our safety service forbids working with you. We don't provide reasoning'. What?

I just used Wirebit the last 2 days, I didn't have an SBP and they still were able to do the transfer for me. Extremely friendly and responsive, and a really good exchange rate. I'm definitely going to keep using them. The first time I used them it did take awhile before it started (about an hour, which they do warn while things can be quick sometimes it takes longer) and the 2nd time it was very quick. They confirm deposits and if anything isn't there they correct it and make sure you are satisfied. 10/10.
